For the reasons assigned in the case of John S. Smith, et al. v. City of Alexandria, Louisiana, et al., 420 So.2d 1329 (La.App. 3rd Cir. 1982), the judgment of the district court is affirmed.

Costs on appeal are to be assessed against defendants-appellants.

AFFIRMED.
