The application for stay presented to The Chief Justice and by him referred to the Court is denied. The motion of respondents for leave to proceed in forma pauperis is granted. The petition for a writ of certiorari is granted. The judgment is vacated and the case is remanded to the United States Court of Appeals for the District of Columbia Circuit for further consideration in light of Boumediene v. Bush, 553 U. S. ___ (2008).
