For the reasons stated in the companion case of Able Garza, Jr., Et Ux v. Town of Pollock, Et Al., 99-468 (La.App. 3 Cir. 10/13/99); 746 So.2d 663, in which a separate decision is being rendered by us this day, the judgment of the trial court is affirmed with costs of this appeal assessed to the appellants.

AFFIRMED.
