ORDER


Before the court are Plaintiff's Objections to the Report and Recommendation of United States Magistrate Judge Jeanne J. Graham dated January 29, 2007. Having conducted a de novo review of the Objections and the Report and Recommendation, the Court concludes that Judge Graham's determinations and recommendations should be adopted. Accordingly, upon all the files, records, and proceedings herein, it is ORDERED:

1. The Objections (Doc. No. 83) are OVERRULED;

2. The Report and Recommendation (Doc. No. 77) is ADOPTED;

3. Plaintiff's Motion for Temporary Restraining Order and for Preliminary Injunction (Doc. No. 33) and Plaintiff's Motion for Temporary Restraining Order and for Preliminary Injunction (Doc. No. 40) are DENIED in their entirety;

4. Defendants' Motion for Extension of Time to File Response/Reply (Doc. No. 55) is DENIED AS MOOT; and

5. Plaintiff's Motion for Extension of Time to File Reply Memorandum (Doc. No. 67) is DENIED AS MOOT.
