ORDER
A petition for certification of the judgment in A-004006-18 having been submitted to this Court, and the Court having considered the same;
It is ORDERED that the petition for certification is granted, limited to the issue of attorneys' fees. Certification is denied in all other respects. The parties are to provide full briefing on the availability of (1) attorneys' fees and (2) the catalyst theory under a common law right of access claim, not limited to the brief discussion in Mason v. City of Hoboken, 196 N.J. 51, 79 (2008); and it is further
ORDERED that the appellant may serve and file a supplemental brief on or before August 29, 2022, and respondent may serve and file a supplemental brief thirty (30) days after the filing of appellant's supplemental submission, or, if appellant declines to file such a submission, on or before September 28, 2022.
