Summary Dispositions April 2, 1996:

In lieu of granting leave to appeal, the March 4, 1996, order of the Court of Appeals is vacated, and the case is remanded to that Court for plenary consideration as on leave granted. MCR 7.302(F)(1). The Court of Appeals is to process this case on an expedited basis. The motion for stay is granted. On its own motion or on motion of a party, the Court of Appeals may modify or set aside the stay if it appears that the appeal is not being vigorously prosecuted or if other appropriate grounds appear.
