MEMORANDUM OPINION AND ORDER


We deny the certificate of appealability. Petitioner filed a prior petition for a writ of habeas corpus, which was dismissed. 1997 WL 790733. We dismissed this petition because it was a second or successive petition which we bad no jurisdiction to entertain unless the Court of Appeals issued an order authorizing this court to consider the application. 38 U.S.C. § 2244 (b). No such order has been issued.
