On April 5, 2022, the parties filed two documents (Docs. 8-9) both entitled "Proposed Stipulated Decision". The first, evidently filed by mistake, is a transmittal letter from one party's counsel to the other. The second is a proposed stipulated decision document that has been signed by neither party. Presumably the parties will want to submit a properly signed proposed stipulated decision. It is
