Egbert Francis, Jr., appeals the district court's order dismissing his petition for a writ of mandamus. We have reviewed the record and find no reversible error. Accordingly, we affirm for the reasons stated by the district court, Francis v. Mun. Court of Wake Cty., No. 5:19-hc-02002-D (E.D.N.C. July 29, 2019), and deny Francis' motion for a certificate of appealability as unnecessary. We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process.

AFFIRMED
