JUDGMENT


This action is dismissed for failure to state a claim upon which relief may be granted.

IT IS SO ORDERED AND ADJUDGED.

ORDER OF DISMISSAL

Gil Francis filed this pro se civil rights action under 42 U.S.C. § 1983. The court reviewed his complaint pursuant to 28 U.S.C. § 1915 and dismissed it with leave to amend. The court has reviewed the only document filed in response to its order and concludes that it is incomprehensible and clearly does not state a claim upon which relief may be granted. Accordingly, this action is dismissed for failure to state a claim upon which relief may be granted.

IT IS SO ORDERED.
