It is ordered that the opinion filed herein on March 29, 2007, be modified as follows:
1. On page 3, sixth line from the bottom of the page, the sentence beginning,

The sentence should be corrected to read as follows:
Among them was Commissioner John Lawsons question ...
2. On page 15, the second sentence of the first full paragraph, the fifth line down, beginning with the quote:
"However, even if the Commission otherwise had the authority to approve a conveyance of the property, it was within its discretion to approve it for other reasons."
The sentence should be corrected to read as follows:
"However, even if the Commission otherwise had the authority to approve a conveyance of the property, it was within its discretion to disapprove it for other reasons."
3. On page 16, third line from the bottom of the page, the sentence beginning:
The other reason was that the Commission was not willing to convey its 20.5 excess acres to Flying J for $55,000 ...
The sentence should be corrected to read as follows:
The other reason was that the Commission was unwilling to approve the conveyance of the 20.5 acres to Flying J for $55,000 ...
There is no change in the judgment.
