Having considered the referee's report and the briefs filed by the parties, the Court approves the referee's report in full. Accordingly, Jeffrey Alan Norkin shall receive a public reprimand to be administered by The Board of Governors of The Florida Bar. Further, respondent shall attend, within 120 days of this Court's order, at his own expense, thirty hours of continuing legal education as approved by The Florida Bar in areas regarding federal practice and procedure and ethics, including "The Professional Enhancement Program — Ethics School." Judgment is entered for The Florida Bar, 651 East Jefferson Street, Tallahassee, Florida 32399-2300, for recovery of costs from Jeffrey Alan Norkin in the amount of $930.00, for which sum let execution issue. Not final until time expires to file motion for rehearing, and if filed, determined.
