The uncontested report of the referee is approved and Respondent and any employees or persons acting in concert with Respondent are permanently and perpetually enjoined from engaging in the unlicensed practice of law in the State of Florida as specified in the report.

Gregory L. Hoover shall pay restitution in the amount of $3,208.00 to Gary Bergenske, in the amount of $1,500.00 to Kelli Murray, and in the amount of $250.00 to Anne Seims under the terms and conditions set forth in the report. Gregory L. Hoover shall provide a monthly written report to the UPL Department of The Florida Bar detailing the Petitioner to whom restitution has been made and the amounts paid.

Respondent is assessed a $4,000.00 monetary penalty pursuant to Rule 10-7.1(d)(1) of the Rules Regulating The Florida Bar, which shall be paid to this Court within sixty days after service of this order.

Judgment is entered for The Florida Bar, 651 East Jefferson Street, Tallahassee, Florida 32399-2300, for recovery of costs from Gregory L. Hoover in the amount of $140.20, for which sum let execution issue.

Not final until time expires to file motion for rehearing and, if filed determined.
