ORDER


The order to show cause, dated December 3, 1999, is discharged without prejudice to respondent raising the issue of timeliness.

The respondent is directed to respond to the petition no later than March 22, 2000. The Clerk of the Court is directed to serve, by Certified Mail, Return Receipt Requested, a copy of this order and the motion on Stephen F. Lungen, District Attorney of Sullivan County.
