Opinion

The plaintiffs' petition for certification for appeal from the Appellate Court, 24 Conn. App. 49, is granted, limited to the following issues:

"1. May the Superior Court decide the question of whether the granting of a variance by the zoning board of appeals constituted a reversal of a prior decision by said board without a showing of a material change in circumstances, or is that question exclusively within the province of the zoning board of appeals to decide?

"2. Was the Appellate Court correct in declining to take judicial notice of the city's zoning regulations when they are not made part of the record or when only a small portion is presented?'
