Petitioner is deemed insolvent and may proceed in forma pauperis for purposes of this cause.

Following review of the petition for writ of mandamus, it is ordered that said petition is hereby denied.

Upon consideration, petitioner's motion for rehearing, clarification and certification is hereby denied.
