ORDER


On July 3, 2003, the United States Magistrate Judge's Recommendation was filed and notice was served on the parties pursuant to 28 U.S.C. § 636. No objections were filed within the time limits prescribed by Section 636.

Therefore, the Court need not make a de novo review and the Magistrate Judge's Recommendation is hereby adopted.

IT IS THEREFORE ORDERED that defendants' motion to dismiss, or in the alternative, to change venue (docket no. 15) is denied to the extent that it seeks dismissal, and granted to the extent that it seeks a transfer of venue to the United States District Court for the Western District of Virginia. The Clerk is hereby directed to send the record and a certified copy of this Order to the Clerk of Court for the Western District of Virginia.
