The judgment of dismissal, entered because of the plaintiffs' failure to file a bond, is vacated; the order entered which requires that the plaintiffs file a bond is vacated; and there is to be substituted therefor a finding and decision that the plaintiffs' offer of proof, if properly substantiated, is sufficient to raise a legitimate question of liability appropriate for judicial inquiry.
