ORDER
A petition for certification of the judgment in A-1499/1500/1501/1530/1540/1553-17 having been submitted to this Court and the Court having considered the same;
It is ORDERED that the matter is remanded to the Superior Court, Appellate Division to consider, in the alternative, the merits of the substantive arguments raised by petitioners, which arguments were not adjudicated based on the appellate court's holding on procedural grounds. On remand, the Appellate Division shall have as part of the record the documents that this Court declined to strike from petitioners' appendices. Jurisdiction is retained, and the petition for certification remains pending.
