On the Court's own motion, the September 2, 2021 opinion is AMENDED to correct a clerical error: in the second full paragraph on page 17, the first sentence should state, in relevant part, that "plaintiffs, for their part, do not dispute that these cases should guide our analysis." In all other respects, the September 2, 2021 opinion remains unchanged.
