The New York City Housing Department, The City of New York, The New York City Police Department, The New York City Fire Department, The New York City Fire Department Emergency Medical Services, Emergency Medical Services, John Does "1-10", and John Does "11-20", Defendants, The New York City Health and Hospitals Corporation, sued herein as New York City Health and Hospitals Corporation, Lincoln Medical and Mental Health Center, Defendant-Appellant.
