On order of the Court, the applications for leave to appeal from the December 29, 1998 and January 26, 1999 decisions of the Court of Appeals, the motion to consolidate and the motions to file a brief amicus curiae are considered. The motion to consolidate and the motions to file a brief amicus curiae are GRANTED. The applications for leave to appeal are DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.
