We deny the petition for a writ of certiorari because petitioners have failed to demonstrate any departure from the essential requirements of law. We deny the petition for a writ of mandamus because petitioners have failed to demonstrate either a clear legal right to performance of the act requested or a clear legal duty on the part of the trial court.
