On August 7, 2023, petitioners' filed a motion for leave to file under seal the exhibits to petitioners' second motion to supplement the administrative record. It is

ORDERED that petitioners' motion (Doc. 169) for leave to file under seal is granted, and the exhibits (lodged as Doc. 170) to petitioners' second motion to supplement the administrative record are filed under seal. It is further

ORDERED that the Clerk of the Court shall remove from the Court's public records, the exhibits to petitioners' second motion to supplement the administrative record, and it shall be retained by the Court in a sealed file which shall not be inspected by any person or entity except by an order of the Court.
