We affirm the Department's order, which in turn rejected certain conclusions of law recommended by the hearing officer. See § 120.57 (1)(b)10, Fla.Stat. (1993) ("The agency in its final order may reject or modify the conclusions of law and interpretation of administrative rules in the recommended order.").
