Appeal, No. 429, Jan. T., 1973, from decree of Court of Common Pleas of Delaware County, No. 2203 of 1973, in case of Leonard C. Dickerson and Homer H. Edwards, partners trading as Eddick Construction Co. v. Township of Springfield. Decree affirmed.

Equity.

Preliminary objections by defendant sustained and plaintiffs' complaint dismissed, opinion by JEROME, J. Plaintiffs appealed.
