The parties are directed solely to brief whether the December 2000 and October 2001 orders of the Public Service Commission are unlawful because they were not promulgated in conformity with the rulemaking provisions of the Administrative Procedures Act, MCL 24.201 et seq. Reported below: 261 Mich App 1.
