ORDER
On September 3, 2003, Paul Czernicki ("Czernicki") moved by letter that Judge Koeltl, who presides over the instant case, order unsealed the plea and sentencing minutes of Viktor Shpak ("Shpak") and Aron Kuperman ("Kuperman"), two defendants who were before us in United States v. Shpak, 99 Cr. 522. On September 6, 2002, Judge Koeltl referred that motion to us. Unfortunately, it has only recently been brought to our attention.
Czernicki is ORDERED to submit a memorandum of law and any supporting exhibits addressing his request that the plea and sentencing minutes of Shpak and Kuperman be unsealed. This memorandum of law must be submitted on or before April 9, 2003 and shall not exceed twenty-five pages in length. Shpak and Kuperman are invited to file memoranda of law and any supporting exhibits addressing the matter on or before April 23, 2003. These memoranda shall not exceed fifteen pages in length. The government shall respond with its memorandum of law and any supporting exhibits by April 30, 2003; that memorandum of law shall not exceed twenty-five pages in length.
Czernicki shall reply to these memoranda by May 9, 2003 in a memorandum of law not to exceed ten pages in length.
