Homer is ACCEPTED in its entirety, Plaintiff's motion for judgment on the pleadings is DENIED, Defendant's motion for judgment on the pleadings is GRANTED. The Commissioner's final decision denying benefits is AFFIRMED. Judgment is entered in favor of the Commissioner of Social Security.
