BY ORDER OF THE COURT:
This court, on its own motion, grants rehearing and vacates the order issued on January 31, 2019, which states: "Petitioner's petition alleging ineffective assistance of appellate counsel is denied." The petitioner's amended petition alleging ineffective assistance of appellate counsel is denied.
