It is Ordered that the motion and cross-motion are consolidated for disposition.

It is further Ordered that the cross-motion of petitioner-respondent seeking an order dismissing the appeal is denied.

It is further Ordered that the motion of respondents-appellants seeking to consolidate the above-captioned appeals is granted. The respondents-appellants are directed to perfect their appeal no later than the October 2017 term the filing deadline for which is August 9, 2017.
