Following review of the petition for writ of certiorari and the response and reply thereto, it is ordered that said petition is hereby denied.

Upon consideration of the motion for attorney's fees filed by petitioners, it is ordered that said motion is hereby denied.

Petitioners' motion for stay of proceedings in lower court pending disposition of petition is hereby denied as moot.

Upon consideration, petitioners' motion for rehearing, motion for written opinion and motion for certification is hereby denied.

Petitioners' motion for rehearing en banc is denied.
