Indictments charging defendant with malfeasance, misfeasance and nonfeasance in office, extortion, blackmail, and bribery. Before STOUT, J., without a jury. Appeals, Nos. 1508 and 1509, Oct. T., 1971, from judgment of sentence of Court of Common Pleas, Trial Division, of Philadelphia, Nov. T., 1970, Nos. 2081 and 2082. Argued December 14, 1971.
