    We also have held that the provision authorized the General Assembly to enact the Publicity Act of 1914, which provided for the publication of laws, reports, and miscellaneous matters, including claims allowed against counties. SeeClark v. Hambleton, 235 Ark. 467, 360 S.W.2d 486 (1962) ; Jeffery v. Trevathan, 215 Ark. 311, 220 S.W.2d 412 (1949). Thus, there is no doubt that the General Assembly has the authority to pass laws to implement this constitutional provision.
