On September 7, 2021, petitioner filed a letter which the Court recharacterized as a motion for entry of decision. On November 15, 2021, the parties filed a proposed stipulated decision for the Court's consideration.

ORDERED that the motion for entry of decision is granted in that the Court will enter the parties' proposed stipulated decision in due course.
