ORDER

Per Curiam: The City of Riverside appeals a Labor and Industrial Relations Commission decision that reversed an Appeals Tribunal determination finding Mr. William J. Fuller ineligible for unemployment compensation benefits. For reasons stated in the memorandum provided to the parties, we affirm. Rule 84.16(b).
