Plaintiff and Respondent the City of Gardena filed a petition for rehearing of the opinion filed on January 28, 2021. Real parties in interest the City of West Covina, the City of Santa Fe Springs, the City of Lakewood, and the City of Claremont filed a joinder in the petition.

It is ordered that the opinion filed January 28, 2021, be modified as follows:

(1) On page 5, final paragraph, line three, after "section 13241 factors," add:

as a matter of law.

(2) On page 6, line three, after "within their discretion," add:

as a matter of law.

These modifications do not effect a change in the judgment. The petition for rehearing is DENIED.
