The Office of Public Counsel (OPC), representing the Citizens of the State of Florida, appeals Public Service Commission Order Number 02-1199, issued September 3, 2002. The Public Service Commission (Commission) asserts that this appeal is premature and should be dismissed because certain portions of Order Number 02-1199 are not final. We agree.

We are opposed to piecemeal review of single orders, especially when, as in this cause, the final and non-final actions contained in Order No. 02-1199 are intertwined. Therefore, we dismiss this cause without prejudice to any party to bring a challenge to Order No. 02-1199 after all portions are final. By this Order, this Court has not made a determination as to whether any issued raised by the OPC in this appeal would be procedurally barred.

It is so ordered.
