Petition of Mitchell Cinader to review and set aside an order to cease and desist issued by the Federal Trade Commission charging petitioner with having violated the Federal Trade Commission Act, 15 U.S.C.A. § 41 et seq., by using lottery methods and games of chance in the interstate sale and distribution of merchandise.
