ORDER

It is ORDERED that the motion for leave to appeal is granted and the judgment of the Superior Court, Appellate Division is vacated. The matter is summarily remanded to the Appellate Division to consider the impact of new legislation, L. 2021, c. 481, in the first instance. Jurisdiction is not retained.
