Appellee Teacher Retirement System of Texas filed a motion to transfer this appeal to the Fifteenth Court of Appeals. We notified the Fifteenth Court of Appeals that we agreed the motion should be granted. By letter dated October 2, 2024, the Fifteenth Court of Appeals notified this Court that it agrees with our decision. Accordingly, we GRANT the motion to transfer.
