This case was continued from the Court's October 2020, Miami, Florida, remote trial session, and jurisdiction was retained by the undersigned.

Currently pending before us is the Commissioner's motion for leave to file first amendment to answer, filed October 28, 2021. Petitioner James P. Carney filed his opposition to motion for leave to file first amendment to answer on November 18, 2021. We will ask the Commissioner to file a reply to the opposition. Upon due consideration, it is

ORDERED that, on or before December 23, 2021, the Commissioner shall file a reply to Mr. Carney's opposition to motion for leave to file first amendment to answer.
