By order of January 30, 1998, the application for leave to appeal was held in abeyance pending the decision in Cooper v Wade (Docket No. 107421). On order of the Court, the decision having been issued on July 18, 2000, sub nom Robinson v City of Detroit, 462 Mich. 439 (2000), the application is again considered. The judgment of the Court of Appeals is REVERSED and the matter is REMANDED to the Wayne Circuit Court to reinstate the order granting summary disposition to defendants City of Detroit and Detroit Police Department.
