Order and judgment (one paper), Supreme Court, New York County (Leland DeGrasse, J.), entered January 31, 2001, reversed, on the law and the facts, without costs, a declaration made in favor of the State of New York that the State's educational funding system does not contravene the constitutional Education Article, and the claim under the Department of Education implementing regulations and 42 U.S.C. § 1983 dismissed.
