On order of the Court, the motion for immediate application is considered, and it is GRANTED. The application for leave to appeal from the December 27, 2002 decision of the Court of Appeals and the motion for stay are also considered. We ORDER that the removal of Prison Legal Services of Michigan, Inc. from the premises of the Department of Corrections is STAYED while this Court reviews the application for leave to appeal and the Attorney General's answer to the application.

The application for leave to appeal remains pending.
