ORDER


Plaintiff having move for a preliminary injunction and the Court have conducted an evidentiary hearing on January 15-16, 2004 and made findings of fact and conclusions of law on the record in open court, it is hereby

ORDERED, that the motion for a preliminary injunction is denied and the temporary restraining order heretofore entered is vacated.
