JUDGMENT


It is ORDERED, ADJUDGED, and DECREED that the petition brought pursuant to 28 U.S.C. § 2254 by Petitioner Alan Derrick Bumpers be and is hereby DISMISSED as time barred pursuant to 28 U.S.C. § 2244 (d). No costs are to be taxed.
