On October 14, 2021, the parties filed a Joint Proposed Stipulated Decision in this case, which was signed by someone on behalf of Walter W. Kiessling as counsel for respondent. The individual signing the Joint Proposed Stipulated Decision has not entered an appearance in this case.

Upon due consideration, it is

ORDERED that, on or before November 12, 2021, either (1) the individual who signed the Joint Proposed Stipulated Decision shall enter an appearance in this case on behalf of respondent or (2) respondent shall file a status report.
