ORDER OF DISMISSAL


Plaintiff has commenced this action against the attorney general, a Senate subcommittee, and several federal judges. He seeks $1 billion in damages and the appointment of a special prosecutor to investigate defendants' "boodling" (which plaintiff defines as "corrupt influences"), malice, ultra vires acts, swindling, and judicial usurpation.

Plaintiff's complaint is incomprehensible. It amounts to a tangled jumble of words and phrases with no meaning. The complaint is dismissed as frivolous, and the application to proceed in forma pauperis is denied. Plaintiff is advised to acquaint himself with Federal Rule of Civil Procedure 11 before filing any further lawsuits.
