Having studied the briefs and record, together with the advices of counsel regarding the question of mootness, we are of the opinion that the points on appeal are now moot and that jurisdiction of the issues involved between the parties is in the Public Employees Relations Commission pursuant to Chapter 447, F.S. 1974.

Accordingly, this appeal is dismissed.
